Delayed formation of Cyber Army:Please do not compromise with National Security
Govt must form specialist committee for study of BJP IT Vision document for guidance in Future IT use in India
The media says that the Central Govt at last have decided to organise a cyber army on the lines of recently constituted Chinese one.The Central Govt's action is much too delayed in view of several hacking attempts by the chinese hackers on the PMO, 33rd Corps & several attempts elsewhere, & Pakistani hackers' attempts on Pentagon. Actually the Govt should have swung in action on the day of Pentagon's shattered egos about inpenetrability of their defences. This delay is inspite of the fact that the biggest political party the BJP has been demanding repeatedly to take comprehensive steps in the field of National Security.
The Govt also did not wake up to various pleas by several important people including the youngest and most authoritative ethical hacker Ankit Fadia.
The Govt should have taken into account the fast increasing Internet use and more & more institutions opting for intranets & extranets.While the financial institutions have given, to their customers, the facility of accessing their acounts any time any where , the educational institutions have opted for e-learning. The defence forces & establishments and government departments also have majored in uses of the computer system & network.
The department of IT education too washed their hands after half heartedly compiling guide for safe internet use for children.
The half hearted attempts of telecom major BSNL & MTNL about chinese networking equipments with software vulnaribilities met deaf ears in the department of telecom, because ignoring software defects was more lucrative than National Security. The sound policy of using open source & platform independent well research software too have taken back seat reducing application independiability.
The Bharatiya Janata Party was the first political party to identify & appreciate the capabilities of the Information Technology during the six year NDA regime and had come out with comprehensive regulative legislation called the "Information Technology Act 2000" under stewardship of the great leader Atal Bihari Vajpayee & his IT leutinent Pramod Mahajan.
The BJP under Presidentship of Shri Rajnath Singh, also rightly appreciated the increasing use of IT in developmental activities of the Nation and the Seniormost leader Shri Lal krishna Advani inaugerated on 14 march 2008, party's aspirations in form of IT Vision document in presence of Smt Sushma Swaraj, Shri Arun Jaitley, Shri Ananth Kumar & Shri Ravishanker Prasad. Among other major initiatives the IT Vision document envisaged formation of National Cyber Army to cope with increasing theft attempts on vital secret information stored in National Defence & other establishments and for securing various other information storing activities.backbone
This vision acquired more importance in view of BJP's vision to come up with Unique ID cards for citizens & concept of high speed & high capacity information highway. Various huge Data warehouses are operational and more powerful & incresingly capable Data Warehouses are likely to come up with compilation of data under Unique IDs & Census.
Technology is advancing every day & so are the techniques of the malafied intentioned people. Phishing, intercepting, identity theft etc more & more cyber crimes & criminals are being tracked and seeing light of the day, but not before they have taken major toll of various information.
A concerted attempt is required to immediately put up an establishment with very high technological capabilities and specialities, which should not only be responsible for defending the cyber hack & theft attacks but also prevent any intercepting attempts. With approximtely half a million technological people coming out of colleges every year & few of them very specialised, the Govt is called upon to forthwith compile an appropriate force to intercept and disable any hack attempt. With a shaky and non serious Govt at the Centre, the major security initiatives have taken a back seat for last six years, and this directionlessness is more evident in the sense that major portions of future wars are not likely to be fought on ground but technologically & more in cyberspace. All major players have lined up their cyber capabilities to defending their information houses and attacking & defacing even friends' facilities.
A serious immediate initiative therefore is called upon to constitute the highly skilled & capable cyber army. This is all the more required in view of a concerted move by various organisations including NGOs to digitise & store rich cultural heritage of the Indian Nation spread over not only in present Indian physical bounderies but extending upto Afganistan in the west & Indonesia to the far east including Tibet.
The central Govt is therefore well advised to study the BJP IT Vision document & make a whole hearted integrated attempts to take initiatives to cover all aspects of th IT capabilities. A high powered specialist group needs to be formed to initiate, integrate & implement various sound steps spelled out in IT vision document. Piecemeal initiatives shall only consume resources and bring out only frustated results. The Govt shall also do well to appropriately launch training capabilities to cope with futuristic appliactions. With large number of skilled workforce available the Vajpayee doctrine of utilising the available specialist capacities to build capabilities requires to be adopted. Also required is attempt to build indigenous chips, hardware & netware so that dependence on perforated imported equipment is reduced. This also should form part of an integrated strategy of Secure & capable information system.

केंद्रीय सरकार ने राष्ट्रीय सुरक्षा के क्षेत्र में सायबर सुरक्षा हेतु सायबर सेना गठित किया जाना निश्चित किया है, यह देर से लिया गया निर्णय है, अब यह आवश्यक है कि सायबर सेना के गठन में और देर न हो तथा समस्त अडचने तत्काल दूर की जावे | इन्टरनेट के बढ़ते प्रचलन, इन्टरनेट उपयोगकर्ताओं की संख्या तथा समस्त सूचनाएँ एकत्रित कर संगृहीत रखने के लिए संस्थानों के प्राइवेट नेटवर्क के प्रचलन में तेजी से वृद्धि होने के साथ ही साथ सायबर अपराधियों की संख्या में बढोतरी हुई है | जहाँ वित्तीय संस्थाओं ने अपने ग्राहकों को खाते के संचालन की सुविधा इन्टरनेट पर दी है वही शैक्षणिक संस्थाओं ने ई - शिक्षा तथा अन्य संस्थाओं ने अपनी अपनी जानकारियाँ इन्टरनेट पर उपलब्ध कराई हैं | सुरक्षा सेनाओं, संस्थानों तथा शासकीय विभागों ने भी प्राइवेट इंट्रानेट, एक्स्ट्रानेट तथा इंटरनेट नेटवर्क का बड़े तौर पर उपयोग प्रारंभ किया है |
आईटी की बढ़ती उपयोगिता एवं विकास में महती भूमिका के मद्देनजर ही भारतीय जनता पार्टी के वरिष्ठतम नेता लालकृष्ण आडवाणी, श्रीमती सुषमा स्वराज, श्री अरुण जेटली, श्री राजनाथसिंह, श्री अनंतकुमार, श्री रविशंकर प्रसाद ने दि 14 मार्च 2008 को भविष्य में आईटी के उपयोग से देश की प्रगति का ठोस कार्यक्रम आईटी विज़न दृष्टिकोण पत्र के रूप में जनता के समक्ष प्रस्तुत किया था | इस दृष्टिकोण पत्र में ही भाजपा ने राष्ट्र की सुरक्षा को अत्यंत मानते हुए सायबर सुरक्षा हेतु सायबर सेना गठित करने का प्रस्ताव किया था |
परन्तु केंद्रीय सरकार ने प्रधानमंत्री कार्यालय , सेना के ३३ वीं कोर तथा अन्यान्य संस्थानों के कंप्यूटर सिस्टम्स पर चीनी हैकरों द्वारा किया गये हमलों और सूचनाओं की चोरी के एक वर्ष बाद ही यह निश्चय किया है, पाकिस्तानी हैकरों के द्वारा पेंटागन पर हमले एवं सूचनाओं की चोरी के बाद इस दिशा में केंद्र को गंभीर हो जाना चाहिए था | परन्तु यूपीए शासन राष्ट्र की सुरक्षा के बारे में अत्यंत लापरवाही से काम करता रहा है |
अब जब जनगणना , यूनिक पहचानपत्र इत्यादि हेतु शक्तिशाली सिस्टम्स तथा बड़े बड़े डाटा वेयरहाउस बनाये जा रहे है तथा संस्थानों के डाटा वेयर हाउस कार्य रत हैं | ऐसे समय अत्यंत गंभीरता एवं तेजी से इस दिशा में केंद्रीय सरकार को कदम उठाना चाहिए | देश की आईटी के प्रत्येक क्षेत्र में उपलब्ध तकनीकी विशेषज्ञों की सेवाओं का सहयोग इस कार्य में लिया जाना चाहिए | आईटी एक्ट २००० तत्कालीन एनडीए सरकार ने लागू किया था जिसे आधार बनाकर अबतक कार्य सम्पादित किये गये हैं यदि आवश्यक हो तो सायबर विशेषज्ञों की मदद लेकर अद्यतन किया जाना चाहिए ताकि प्रत्येक पहलू पर ध्यान दिया जा सके |
यह आवश्यक है कि केंद्र सरकार भविष्य की आवश्यकताओं को ध्यान में रखकर आज ही एक विशेषाधिकार प्राप्त विशेषज्ञ समिति करे, भाजपा के आईटी दृष्टिकोण पत्र का अध्ययन करे एवं उसे समग्र रूप से भविष्य की रूपरेखा हेतु पुरोगामी निर्णय लेकर लागू करे |
उल्लेखनीय है उक्त दृष्टिकोण पत्र के यूनिक पहचानपत्र तथा कम कीमत के लैपटॉप संबंधी विषयों के बारे में पहले ही निर्णय केंद्र ने लागू किया हैं |

Bhopal Gas Tragedy::Victim of Union carbide USA

We all are pained at the plight of Bhopal Gas Victims. The apathy of the rulers would have been untolerable but conniving with the culprits, the criminals is something which calls for stern action. We demand immediate arrest & prosecution of the Villains, identified in the chain of events following the leakage. The Union Carbide US who have been responsible for the maintenance of the plant and have been all the way shirking from their responsibility requires to be prosecuted for their criminal negligence.
This is the single day two hour biggest tragedy in the history of man kind comparable to Hiroshima & Nagasaki.
Let each death be taken as murder of an individual & the punishment be pronounced separately for each crime.
I have browsed thru the US newspapers & blogs but only cursory reference with a one column news appears in US top newspapers like US Today, Washington Post,NewYork Times. No doubt the oil spill in the gulf of Maxico is a big danger to the environment, President Barak Obama is contemplating demand of trillions of Dollars... as compensation, but The Bhopal Gas leak has taken toll of approx 15000 lives + 12000 untraceables + approx one hundred thousand crippled but has received most contemptuous compensation of only $470 million.
Thomas Andorson jumped his bail and USA's human rights activist Govt refused repatriation. He would have been prosecuted under culpable homicide in US and the US laws would have granted not less than $2M for each dead victim.
Bhopal (Union Carbide's MIC) Gas Tragedy victims suffer from deformities/diseases unknown so far. No mention,No concern in US/West. I appeal to you, the esteemed members of the Orkut communities, to please post opinions on your blogs, send mails/SMSs,invoke your relations in the West, spread awareness to bring the criminals to justice and demand for humane compensation to Victims. Please help the humanity.
Pl Don't forget that death does not differentiate between religions castes & creeds.

The Media Trials::The sansationalisations.

The media trials and the sansationalisations or the daily soap opera type News' DOSE , is inseparable & overtly nauseating part of our tellyscreens & papers and is now taking the worst ever propositions. Even some the choosen few in electronic & print media have joined the bandwagon, the soberiety of language, finesse of expressions and the correct composure of beautiful face of the media is not very evident now a days.
Not that I have any liking or sympathies for any Tharoors or Modis or the Nityanands or any of the famous or infamous people now crowding & strugling for various TRPs with their deeds or misdeeds, I search for the news value in the whole lot of print and the bites.
The model code of conduct for the value based journalism has always been under debate and various reputed journalist have been time & again pulled up by the professionals for violating the thin line separating the research based or inventive & interventional journalism.
Now more of interventional journalism is seen every where. I am not against 360 degree scruitiny by media but the thin border line is never meant to be crossed. But what I am trying to say is excess expose of stories is taking toll of the essence of the story. Stories cannot be cooked.
The journalism cannot & must not be personal or against any person. Personal integrity must be questioned only after somebody has been found guilty by the court of Law. The constitution also does not give right to anybody of trial except the courts.
The journalism must connect to the public in general. Cooked issues do not touch the day to day lives of people. In place the media can become an effective tool for ending injustice, cleansing public life & promote developmentalism.
The era of complementary or cue journalism i.e. taking cue of same story and publishing in different papers/channel is a syndome which can be seen every where, each of the story tells about research by the paper's corrspondence. The condemnative journalism starts with one paper or channel and spreads to others.

I may sound like too much of an idealist in propounding my views about selective & objective journalism. But I am not the only one who has these views . Constructive journalism is still awaited. Criticism is never barred but issue based criticism is the key.

Strange things like media blackouts of important events & Distortions also happen.

The price rise issue, the environmental issues, eradication of forests, polluting the drinking water resources, ever increasing population, attacks on cultural heritage are some of the issues hitherto waiting adequate media attention.
